Mandatory Registration of Food Establishments for Exporting to China

Updated: Mar 1, 2022

In April 2021, the Chinese General Administration of Customs (or GAC) published Decree 248—Regulations on Registration and Administration of Overseas Manufacturers of Imported Food. Under this decree, all food manufacturers whose products are currently exported to China, or are planned to be exported to China, must be registered with GAC. This decree took legal effect on the 1st of January 2022.

Who this decree targets

All food producers whose food products are exported to China, whether directly or through third parties.

What you need to do

Producers of certain products that fall into certain categories will need to submit their registration to local Australian government agencies who in turn will manage the registration with the GAC, while producers of products of the following categories must submit their registration to the GAC directly, or through a registration agency: - Liquor and Alcoholic Beverages - Confectionary - Biscuits - Most snack products - Beverages - Fresh fruits - Tea - Non-stuffed pasta
