The Chinese National Medical Products Administration (or NMPA) issued the 'Standards for Cosmetic Efficacy Claim Evaluation' this April, which requires all cosmetics and skin care manufacturers who are currently selling or would like to sell their products in China to validate the efficacy of their claim. This decree came into effect on the New Year's Day of 2022.
Who this decree targets
All cosmetics and skincare products brand owners who export or plan to export to China, whether directly or through third parties.
What you need to do
In order to implement the "Regulations on the Supervision and Administration of Cosmetics", standardize and guide the evaluation of cosmetic efficacy claims, China's National Medical Products Administration requires : 1. Starting from January 1, 2022, any cosmetics and skincare brand which applies for product registration with China must submit its evaluation of cosmetics/skincare efficacy claims to NMPA; 2. For cosmetics and skincare brands that were registered or filed with NMPA before May 1, 2021, it must evaluate the efficacy claims of the cosmetics and submit the product efficacy and proof to NMPA before May 1, 2023; 3. For cosmetics and skincar brands that were registered or filed with NMPA between May 1, 2021 and December 31, 2021, it must evaluate the efficacy claims of the cosmetics and submit the product evaluation and proof to NMPA before May 1, 2022;
